Appeal penalty
Parkguard OÜ organizes parking management and parking control in accordance with the maintenance agreement concluded between the landowner and the parking operator. Traffic signs and information boards are installed at the entrance to the parking area, informing about the beginning of the private parking and the parking conditions.
By parking a vehicle in the parking lot, it is considered that the driver has agreed to the parking conditions and has entered into a parking contract. The parking contract is not considered concluded only if the driver immediately renounces parking and leaves the parking lot with the vehicle. The driver is obliged to use the parking lot in accordance with traffic laws and to follow the operator's instructions and the installed traffic signs.
In case of violation of parking conditions, the driver is obliged to pay a penalty of up to 57 euros to the parking operator.
The parking operator has the right to tow a vehicle if the vehicle causes damage to the operator during its stay in the parking lot or if the parking agreement or law is violated, including if a vehicle is parked without a licence plate or if there are circumstances under section 92, paragraph 6, of the Road Traffic Act. In the event of towing a vehicle, the operator has the right to keep the vehicle at the towing location until the amounts related to parking, including the costs associated with towing the vehicle, are paid.
Applications appealing penalty fees must be submitted within 14 days after the decision is made and the penalty fee is printed, via email to the address: parkguardinfo@gmail.com!
If application is submitted later than 14 days, Parkguard OÜ has the right to reject it!
Appeal requirements:
- Contact information of the complainant (first name, last name, personal identification code, phone number, email, address)
- Penalty details (vehicle registration number, penalty notice number)
- Reasons why the complainant seeks the annulment or reduction of the penalty fee
- The complainant's confirmation that the complainent was the user of the vehicle at the time the decision was made
- Needed documents for the appeal
The deadline for the payment of the penalty does not change upon the submission of the appeal!
If the penalty fee is not paid on time, the operator has the right to turn to a debt collection service provider and to the district court!
The application form needs to be downloaded to your device and filled out on your device!
After completing the application, it must be digitally signed and sent via email along with the digitally signed statement to the email address: parkguardinfo@gmail.com!
The Appeals Commission will inform you of its decision by phone and/or email within 10 working days after the submission of the appeal.
